Who must issue CFDI with Bill of Lading supplement?

The Bill of Lading Supplement is an element incorporated into the Digital Tax Receipt (CFDI) of transfer or income type, specifically designed to document in detail the transported goods or cargo, origin locations, intermediate route points and final destination, as well as all information regarding the transportation method used for cargo transfer in Mexican territory.

This supplement is mandatory for all taxpayers who perform goods and cargo transportation activities within Mexican territory. This includes cargo owners who perform transfers with own means, freight brokers who coordinate transport, transport agents who manage logistics, and of course, trucking companies that provide cargo transportation services, whether by the following methods:

- Ground transport: Includes transfer via federal highways using cargo trucks, as well as transport by cargo rail lines in Mexican territory.
- Air transport: Covers cargo movement by cargo aircraft operating within Mexican airspace.
- Maritime or river transport: Includes cargo transfer by coastal maritime, oceanic routes or through navigable rivers and canals.
- Rail transport: Comprises cargo movement by freight trains circulating through the national rail network.

Mandatory use of this supplement came into effect from December 1, 2021, establishing that all taxpayers who perform cargo transport operations through federal routes must issue the corresponding CFDI incorporating the Bill of Lading Supplement with all information required by tax authorities.
